You can promote soldiers to those of one level higher in Parade Ground
Tap on the soldiers you want to promote
You can promote them to soldiers of one level higher (provided that you have already unlocked the higher level soldier type)
Tip: Promoting tier 7 or higher soldiers also requires Plasticizer.
